Scroll bar allows dragging after left click is released

Only tested on M16 build 2000051311, sorry.
Left click on the browser scroll bar on the right, and dragging allows you to
scroll it. Still pressing the left button, Right click to get the context menu
displayed. Release all the buttons, sometimes (I think its a timing thing) the
context meny disappears, and the scroll bar still scrolls even with the mouse
buttons released.

this appens on linux (build id 2000101609) too.
There's a more simple way to reproduce always:
1) do something that will cause a dialog window to pop up (e.g.: submit a form,
or go to a page that requires a plugin)
2) prior of the dialog to pop up, start scrolling the page
3) when the dialog appears, release the mouse button. The scrollbar thumb will
follow the mouse as if you are dragging it.
4) to stop scrolling, click somewere in the page.
