If a contributor wants to add a content block, it would be nice if it could be done via UI, rather than typing the markup.
Can you clarify this by describing more in-depth how this UI would look and behave?
Can make a Quicktag in any version of Tiki. In Tiki4, QuickTags are renamed Toolbars and are much easier to manager. Just use Tiki4 Toolbars to create custom tools, which are snippets of code, called when clicking on the tool.

The kitsune equivalent is a UI for inserting templates. (i.e. Insert content button at https://wiki.mozilla.org/Support/Kitsune/KB/workflows#Edit_View_Detail ) That has not been implemented.
