My applause for the clean-up of the bugzilla interface in version 3.x. But by relying on JavaScript for basic tasks such as closing a bug you are excluding all browsers that don't correctly understand it and users that have switched JavaScript off. Isn't there a way around this problem?

Bugzilla 3.x doesn't rely on JS for basic tasks. JS is used to improve and make some of these tasks easier, but in all cases should Bugzilla work with JS turned off. The UI and workflow has always been thought with this fallback in mind. Do you have any specific example of something which doesn't work with JS turned off?
