There should be basic unit tests for importing CSV and tab-delimited Address Book exports similar to the test for LDIF Address Book imports (Bug 439819). I will attach a patch later today after reviewing the tests. This depends on Bug 142123 since the tests are currently failing in debug builds.
It is failing in Windows while checking the notes of the new card, so I will be looking into that before submitting the patch.

We have tests for these now, and as far as I know Josh isn't active on this at the moment, so I'm marking as WFM.
