In my opinion, one should be inserted on February 28 or March 1.

Steps to Reproduce:
1. Create new event on day 29 of november
2. Custom repeat every 3 months on 29th day of month
Actual Results:
No event inserted for February 29 of non-bissextil years.
Expected Results:
Event should be inserted on February 28 or March 1.
