I did not look into the details,
but Jens Hatlak <jh.at.junetz.de> guess SeaMonkey wants to do this too ?
He noted

You may want to consider updating the installer and shell service as was done for Thunderbird in bug 404609 which also includes a fix for this bug.

btw: Bug 449423 also includes file in use support which is SeaMonkey bug 449423. I suspect that Bug 449423 is more applicable since it supports multiple default apps which SeaMnkey also needs to support and Firefox doesn't.

Bug 453797 included/replaced bug 449423.
I don't what/if something remains to do here...

Not blocking as it's unclear if anything is still to do here at all.
