"When I open a new link, switch to it immediately" doesn't work for Bookmarks Toolbar or context menu

In the tab preferences, uncheck "When I open a new link, switch to it immediately". Middle click(or cmd-click) on a link. It opens in a new tab but does not switch to it. So far so good.
Middle click on a link in your Bookmarks Toolbar. It opens in a new tab and switches to it. Right click on a page and middle click on View background image. Or right click on an image and middle click on View image. It opens in a new tab and switches to it.
Reproducible: Always
Actual Results:
In some cases it switches to the new tab in violation of the preference.
Expected Results:
Always honor the preference and don't switch to the new tab.

When I set the pref browser.tabs.loadBookmarksInBackground to true, this works fine for me.

Thanks, that works. But I would expect the pref in the UI to be equivalent.
