note that this is using MOZ_APP_VERSION instead of the APP_VERSION that application.ini.in uses. Will they ever be different?

sets version to MOZ_APP_VERSION
APP_VERSION = $(MOZ_APP_VERSION) in the app/Makefile.in, so they should stay the same.
