Details
There is already a Date.toLocaleFormat method, there should also be a Date.toUTCFormat to allow getting a formatted date in UTC time zone. This would allow for example an easier implementation for the create method in ISO8601DateUtils.jsm module.

Additions to standard ECMAScript APIs should now go through the TC39 process (https://github.com/tc39/ecma262/blob/master/CONTRIBUTING.md), therefore resolving this bug as "Won't Fix".
