Found during the Major Update Testing.
Steps to reproduce:
-> Install the 2.0.0.16 zh-CN Version.
-> Check for updates (with the beta update channel)
-> Click on the "Learn more Link" in the Update Window (should open a new Tab/window)
-> Link will open the page in the Update Window (see screenshot), instead of a new tab/window
