45218 - View Default Charset list needs to be expanded

The current Mail View Default Charset in 

Edit | Preferences | Mail & Newsgroups | Viewing Messages | Languages |
Character Coding

The list there is the same as the Send Default Chasret Menu.
This is clearly not enough as the viewing default list, particularly
in languages where ISO- and Windows- charsets are competing. In these
languages, we should offer a wider selection of choices to users.


We need to come up with an expanded list to accommodate various
languages.

** Checked with 1/7/2001 Win32 build **

The default charset list now contains the same set as the
Navigator | Languages List. (53 in number, I believe).

This is as intended for the fix. Verifying it for Windows.
