Description

Expected behavior: Mozilla should launch the File Type manager and then bring up
the Save As Dialogue box.

Actual outcome: Mozilla loads zip files inline, through the status bar.

Steps to reproduce:
Visit http://www.mozilla.org
Click on
http://ftp.mozilla.org/pub/mozilla/nightly/latest/mozilla-win32-talkback.zip, or
any build link on that page.
Notice that Mozilla loads that build inline, check the status bar.

Sorry, forgot to mention my build ID : 2000071108.  Also, note that you can get
around this bug by right clicking the link and "open link in new window"
successfully brings up the Save File box.

confirmed with 071208 mozilla talkback build on NT
related to the new dailog.  it doesn't prefil a filename so you can't hit OK
without first choosing a name and location. bug 43583 is the root of this I think.
