Details

User-Agent:       Mozilla/5.0 (Windows; U; Windows NT 5.1; en-GB; rv:1.9.0.2) Gecko/2008090213 Firefox/3.0.2
Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-GB; rv:1.9.0.1) Gecko/2008070208 Firefox/3.0.1

10 blank emails (1KB) with subject "test" to local user forwarded as attachments in single email takes 43 sec and causes CPU utilization of about 50% during that time. With hundreds of small emails (spam reporting), this can take hours.
The delay takes place in compiling the email. That is, the time between clicking SEND and being prompted for the SMTP password (unless the password has been saved obviously).
The same test in Outlook Express results in no perceptile time for the same attachments to be forwarded and no noticable increase in CPU use.
Various tests of mail program and mozilla core have been tried. In all cases the high cpu of email program and subsequent thread has been identified with sysInternals Process Explorer NT.
The mail server these are being sent to is hMailServer/ASSP on same pc as the installed email client and mozilla core. It seems only Mozilla based programs have this high cpu utilization. Thunderbird used to be much quicker than Outlook 2002, now I am sad to report that Outlook 2002 (although slow) is much quicker than Thunderbird. Problem has existed for months. Not sure if it existed prior to upgrade to firefox 3 or not, but I think so.

Mozilla based tests (All with a new profile and mail account):
All Mozilla based tests below yeilded the same bug.

Mozilla installed: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-GB; rv:1.9.0.1) Gecko/2008070208 Firefox/3.0.1
Also tested with: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-GB; rv:1.9.0.2) Gecko/2008090213 Firefox/3.0.2

Program Used: Thunderbird (version 2.0.0.16 (20080708))
thunderbird.exe!std::_Init_locks::operator=+0x2a8

Program Used: Shredder (20080902 nightly build)
thunderbird.exe!jpeg_fdct_islow+0x88a5

Program Used: Seamonkey (20080902 nightly build)
seamonkey.exe+0x1690

Reproducible: Always

Steps to Reproduce:
1. Forward a group of emails as attachments
2. Click send
3. Problem Occurs
Actual Results:
High CPU utilisation and process taking MUCH longer than it should for all programs listed below:

Program Used: Thunderbird (version 2.0.0.16 (20080708))
thunderbird.exe!std::_Init_locks::operator=+0x2a8

Program Used: Shredder (20080902 nightly build)
thunderbird.exe!jpeg_fdct_islow+0x88a5

Program Used: Seamonkey (20080902 nightly build)
seamonkey.exe+0x1690

Processed the sending of the test email (10 x 1KB) for 43 seconds with almost 50% CPU utilization by the email process and respective thread listed above.

Expected Results:
Processed the sending of the test email (10 x 1KB) seemingly instantly with low CPU usage.

Due to the testing above I feel that it is something core related.
Thanks WADA. Bug 389132 is confirmed to be the cause.
A batch file to del %temp%\nsmail*.tmp prior to starting thunderbird cures this.
I am back to Thunderbird being fast. Thanks again!
