Don't allow setting UTF-16 as the default character encoding

Details
Setting UTF-16 as the default encoding is pretty pointless, since it breaks half the Web (see e.g. bug 452934). I think it shouldn't be one of the options.
Same goes for UTF-32, which isn't used on the Web anywhere at all.
Options -> Content -> Fonts & Colors -> Advanced > Character Encoding
