To reproduce:
1. Fetch current SeaMonkey trunk build
2. Create a new mail filter, as action select "Move Message To" and try to select a folder within an IMAP account.

Results:
You cannot select the folder as only the folders under Local Folders are displayed.

This bug is a regression, regression time frame unknown. Maybe fallout from Bug 441666.
Duping to bug 455069, as they have the same cause.
