If the webcontent has been panned, the tabbar doesn't hide itself after switching to a new tab. The reason seemed to be the mode check at the top of BrowserUI.show already thought the tabbar (all UI really) was hidden, therefore it just returned. This patch adds code to BrowserUI._scrollToolbar that updates the this.mode variable when the tabbar or control bar become visible via panning.
