Search plugins are add-ons to Firefox so they should be managed from the Add-ons Manager as well. 

This has the added benefit of making the search engines manager accessible for users who hide the search bar either because they prefer to use keywords or an extension that brings complete search functionality to the location bar (like currently in development omnibar for Firefox: http://forums.mozillazine.org/viewtopic.php?f=19&t=856745)

The page would still be accessible from search plugins menu in the search bar.

The search engines manager would have to be restyled to fit the other managers. I'll attach a mockup of could this look like.
