The preference, browser.cache.offline.capacity, needs GUI in Options for changing offline storage capacity. It would also be good if you could allocate different capacities to different websites. Some users might not want a max capacity of 500MB for offline data storage to be used but don't know a way to change it through the Options GUI without going to about:config.

There is already a GUI for it.

No there isn't. That is just to change the normal cache capacity, browser.cache.disk.capacity (50MB default).
This is for the OFFLINE STORAGE (ie, globalStorage, ect.) capacity which is 500MiB by default.
