When using a file upload form control, the button says "Browse…", this should be localized.
I am not sure where form rendering is done in code, so feel free to move this to an appropriate component.
I think we have a bug on this already (and it got kicked to Core) based on my digging based on that old message to the caminol10n list. It may be that the string is in one of the Embed.jar .properties files, though, so bug 394105 would cover this.
To be sure, we'd either need to find the possible dupe bug, or go poking through the files to find those strings.

Also, the title of the file browser window is "File Upload" which should also
be localized.

This is a Gecko chrome string, so it's just one of the many strings that fall under bug 394105. I believe it lives in a DTD, in which case it wouldn't be covered by the current work in that bug, but it's still part of the general problem.
