When ever I start the browser and then click on the bookmarks button, instead of seeing the menu, the "bookmark this page" dialog box appears.  Sometimes happens twice, and then after that, I can access the menu.

Reproducible: Always

Steps to Reproduce:
1.Start Firefox, or open a new window.
2.Click on Bookmarks
Actual Results:  
"Bookmark This Page" appears

Expected Results:  
Bookmark menu should appear
