If you install skin or locale chrome into your profile then the globally
installed skins or locales are not visible on the theme or language pickers.
Some part of the chrome registry must still be able to see global skins because
if I install but don't select my global skin is found OK, even if it's "Classic"
which means it's not just the "wacky-default" thing.

Place the all-skins.rdf in your profile chrome directory. A new skin will
appear in the theme switcher (don't select it since you haven't actually got
it) and the global skins are hidden.

This bug will effectively prevent us from doing the Themes site for PR2 (user's
will not be able to back out of a skin if they decide they don't like it) so
nominating for beta2. Hyatt thought it might be fairly simple.
Note the same thing happens for locales, I could supply a profile
all-locales.rdf if you need it but I'm sure it must be the same rdf merging
problem.

(all-skins.rdf).
