wrong error message when accessing secure site without PSM

DESCRIPTION: If one attempts to access a secure site (https) without PSM
installed, the error message given is something like "The site ... could not be
reached." (I don't remember it exactly, and I installed PSM just now, so I
can't check.) This error message is:
* wrong
* not helpful, since the problem can be fixed by installing PSM
STEPS TO REPRODUCE:
* load a secure site without PSM installed
ACTUAL RESULTS:
* bad error message
EXPECTED RESULTS:
* error saying PSM is not installed, or saying that the browser is not set up
to reach secure sites, or something...
DOES NOT WORK CORRECTLY ON:
* Linux, mozilla, 2000-07-18
