It looks like the desired UI for this is a checkbox on the left side under the "Restore" column. Then you'd click the checkbox for all the tabs you wanted to restore, and I assume that the ones you don't check will be dropped from the restore.
We also need to address the bidi issues with this. I imagine that in those locales, the checkbox ought to be on the right side.
== Expected ==
* The checkbox (if that's the desire) should show up.
* You should be able to select which tab to restore
== Actual ==
* You can't check anything.
* There is no checkbox
* And the UI is pretty useless unless it's just an informational dialog.
