Cookies not loaded on first page after install

Build 2000072008 (though saw this earlier), Win95
Reproduce:
- go to My Netscape, personalize it (so it saves a cookie), set My Netscape as
your home page.
- install a new build of Netscape 6 (I used installation program to delete old
N6 build)
- launch the new build, notice that it loads My Netscape as your home page
What should happen:
- the page that is loaded is your personalized (because it read your cookie) My
Netscape Page
What does happen:
- the My Netscape page that appears is generic as if you did not have a cookie.
This only happens on your very first launch after a new build. If you reload
the page, the customized version using your cookie does appear - fixing the problem.
Might not be a problem since the initial install should automatically launch the
What's New in Netscape 6 page anyway.

Although I haven't investigated this particular case, it is probably another
example of a cache problem (similar to 46514) rather than a cookie problem.
Reassigning to Neeti. If I'm wrong, then assign it back to me and I'll
investigate further.
