46051 - No installed skins/locales in skin/locale selector

Description

Starting from this morning's build, the locale list in the lang/regional 
selector of the ProfileCreation screen is blank. This also
happens to the langpack list in Browser's menu,  "View|Set Language/Region >", 
and the theme list in Pref dialog's skin
selector. 

However, relaunching the client sometimes bring the list back.

We can't ship themes and language packs like this --> nsbeta2.
It also block the QA of skin/locale switching

beta2 fix.

No, I don't think so. Tao said he was seeing it early morning on 7/20, and 
with a build from the night before. My checkins didn't go in until noon on 
7/20.
