UI Problem:
I have lots of custom folders in my Bookmarks Toolbar and i tend to drag the current page of interest to one of these folders on this toolbar. The problem is, when i do this, the small popup "hint" window that provides information about the link (e.g. "This site does not supply identity information.") is big enough to cover several folders. I..e this popup hint window covers the folders that i want to drag the link to.
Suggestion:
Make the hint popup above the location bar (covering the top menu), rather than below the location bar. While in a drag/drop operation, the toolbar folders are very important, but the menu isn't, so it can be safely covered.

Reproducible: Always
Steps to Reproduce:
1. go to http://www.yahoo.com/
2. View -> Toolbars -> Bookmarks Toolbar (enable)
3. Make sure you have 4-5 custom folders created
4. click on the yahoo page on location bar
5. see the "tooltip" help (or hint window) pop up
6. now try to drag this shortcut to one of your folders
7. notice, you can't read the folder names
