The first you run firefox in a fresh system you get the infobar "Know your rights".
When clicking the about:rights page is shown.

Both the infobar and the about:rights are always in English, no matter the language of the system.

This should be localized, as it contains sensitive information.

What you're talking about doesn't even exist upstream yet. Once bug 456439 has been fixed, the localizers will localize the text appropriately where they can.
