In Firefox 3.0.3 for Mac OS X, if you set a mouseover or mouseout handler on an element that also has the title attribute set, you may notice the events firing at inappropriate times (e.g. while your mouse is still inside the element in question).
Mouseout and Mouseover are refired if the user moves the mouse while the tooltip is visible. If the user allows the tooltip to appear and then completely disappear before moving the mouse, the events are not fired.
This issue does not occur on other platform builds of Firefox 3.0.3, nor in the latest build of Firefox 2 on Mac OS X.
Reproducible: Always
Steps to Reproduce:
1. Set the title attribute on an element.
2. Attach mouseover or mouseout handler to the same element.
3. Mouse over the element. Mouseover handler fires (as it should).
4. Stop moving mouse. Tooltip appears.
5. Move mouse slightly within element.
Actual Results:
6. Mouseout and Mouseover are fired again in quick succession, even though you have not left or reentered the element.
7. Stop moving mouse. Wait for tooltip to reappear.
8. Allow tooltip to disappear without moving mouse.
9. Move mouse. No events are fired (correct behavior occurs when tooltip is not present).
Expected Results:
The tooltip's visibility should not affect the firing of mouseout and mouseover events. When user moves mouse over an element, mouseout should not fire until user mouses over another element, or mouses out of the element in question.

I can reproduce this (on OS X 10.4.11) in both Firefox 3.0.3 and
today's Minefield nightly (what will become Firefox 3.1).
Tentatively categorizing as Cocoa Widgets and setting P3.
