I caught this problem while doing a 3.1b2 test run. Update verify bailed out on our zh-CN builds because the partials were generated against build1, but update verify was run against build2.

Technically, we only need to change the completemarurl one, but for posterity, I changed the rest.

I was too hasty, there's no 3.1b3pre nightly builds yet, so this breaks l10n builds for the next few hours. Backed out, but I'll put it back in later.
