The all tabs preview shoulddisplay tabs using the tab order, not most recently accessed.

Reproducible: Always

Steps to Reproduce:
1. Open a few tabs
2. Click the all tabs button
Actual Results:  
Preview displays in recently used order.

Expected Results:  
Preview displays in tab bar order.

The old tab list does the tab bar order so this shouldn't change.

FYI: you can set browser.ctrlTab.recentlyUsedLimit to 0.

This feature was removed from 3.1, so not blocking.

Verified fixed on 1.9.2 with builds on all platforms like Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.5; en-US; rv:1.9.2a2pre) Gecko/20090909 Namoroka/3.6a2pre ID:20090909040930
