Our next release should be Bugzilla 3.2. I expect there to be little change from 3.2rc2, and I'd like to release 3.2 relatively soon.

I want this to be a solo release, to emphasize it--that is, no other branch releases, so no security fixes or anything in this time.

Also note that this release will EOL 2.20.

The date of this release will also set the freeze date for 3.4, which will be 2 months after the release.
