The new all tabs preview is too big. I only have about 3 tabs open at the same time, yet the all tabs takes up almost the entire browser. It should dynamically re-size depending on the amount of tabs open. 

This seems to be a regression, or intended change as it was fine a few builds back. However I am not certain at to which point it changed.

I will attach pictures to show the issue.

Reproducible: Always

Steps to Reproduce:
1. Click all tabs preview
2. Preview covers the entire browser.
3. No dynamic re-size.
Actual Results:  
Does not dynamically re-size depending on amount of tabs.

Expected Results:  
Should dynamically re-size depending on the amount of tabs.

This feature was removed from 3.1, so not blocking.
