When I try to restore many previous tabs (for example fifteen tabs), and there is slow connection or connection not exist, the link of the web page is not displayed.

Reproducible: Always

Steps to Reproduce:
1. Open many web pages in tabs (for example 15 tabs)
2. Restart firefox and restore previous tabs
3. Immediately enable offline mode in firefox (don't wait until all tabs will be loaded) "File->Work Offline"
4. Not all tabs have link to web pages in address bar. The problem also exist during slow connection
Actual Results:  
 Not all tabs have link to web pages in address bar. The problem also exist during slow connection

Expected Results:  
All tabs have links to web pages, even if connection lost.
