Bug 456373 added a build target to create a source package - this still needs the actual root build target to be added for the comm-central apps, which is an easy patch to the build.mk files.

This patch is pretty straight-forward and adds the toplevel target that just calls the packager.mk target that we all import into our installer/ Makefiles.
