When the Bookmarks drop down menu is opened for the first time in a session the Page Bookmarked box comes up instead of the menu. Appears to happen every time you close all of the browser windows and Firefox has completely shut down, and is then restarted.

Reproducible: Always

Steps to Reproduce:
1. Completely Close Firefox.
2. Reopen Firefox.
3. Open the Bookmarks menu.
Actual Results:  
Page Bookmarked or Edit Bookmark dialog opens.

Expected Results:  
Bookmarks menu should open.

I'm pretty sure it also occurs in the new 3.1b1 and 3.1b2pre. I will check and update the bug report.

Error also occurs in the 3.1b2pre that was downloaded at 14:38 PST on 12-11-2008.
