46576 - 'My Sidebar' can't be dragged, can't view tabs at all.

Saw this all platforms:
Win32 2000-07-26-09M17
Mac and Linux 2000-07-26-08M17

Steps to repro:
1)Launch seamonkey and login to Mail via Tasks-->Mail (I used a new 
seamonkey profile)
2)When the Mail window appears, try to view a tab in the sidebar.

Actual results: "My Sidebar" is at the very bottom and cannot be dragged upwards 
at all. Only the top of one tab was in view below it(Search).
I tried dragging "My Sidebar" down then up, but that didn't work either.
If I try to resize the mail window full screen, I can see a tiny bit more of the 
tabs, but only the top few words. 
This renders the sidbar unusable in Mail.

NOTE: It works fine in other Seamonkey componets such as Composer and Browser.
I can't resize the My Sidebar bar in IM Chat windows either, but at least it is 
midway in the sidebar panel so i can resize to see the tabs there.

Nominating nsbeta2 as it renders the sidebar useless in Mail.
