Make usemenuforusers a user preference instead of a Parameter. Replace with a user preference suppressed/allowed by a new Parameter.
This way installations with few enough users that usemenuforusers is sensible can let each user decide if they want the usemenuforusers list rather than setting it as a Parameter affecting all users.
Reproducible: Always
The new or replacement Parameter would control whether users were allowed to see the usemenuforusers option. That way admins can control whether they let users have this choice.
We have two camps at our site: Those that like usemenuforusers (mousers and guys who just like a list to pick from) and those who prefer to type user real names or login names instead.

Probably a good idea.

Yeah, I think we're all in agreement with this. I'd never thought of it, but it's a good idea.

It's no need to suppress it with a Parameter, because you can set and then disable user preferences.
Summary: Make usemenuforusers a user preference instead of a Parameter. Replace with a user preference suppressed/allowed by a new Parameter. → Make usemenuforusers a user preference instead of a Parameter.

You're right, editsettings.cgi is definitely the way to do this.
