46583 - Page reflows a bit after loading

Steps to Reproduce:

(1) Go to mozilla.org
(2) Scroll all the way to the bottom
(3) Watching the middle bordered section, reload the page.

Result: The page seems to have finished loading, but then some text in the 
middle section reflows one line and the layout shifts down a bit.  You need to 
watch closely to see it, and I notice that it differs between the modern and 
classic skin.  It also becomes more obvious if (with the modern skin on) you 
reload the page a couple of times once you've scrolled to the bottom; you'll 
notice that even though you already scrolled to the bottom, you're no longer at 
the bottom of the page once you've reloaded a couple of times (in fact, it 
seems as if you get further and further from the page bottom each time you 
reload, as indicated by the scrollbar grippy).

This also occurs at http://new.swva.net
Watch the sidebar: it should be flush with the buttons, but immediately after
loading (but sometimes not after reloading) it shifts a couple of pixels.  You
can see the problem by looking at the shadow at the bottom of the left-hand bar.
Platform may be 'All'.
Still present in M18 2000080620
There is a bigger reflow problem with http://kontek.net, but that may be a
different issue.

This happens on all pages that have scrollbars. Also seeing on Linux, so
changing OS to All. If you are not at the top, and press reload, you will not
get back to the exact location where you were. It looks like the page starts
scrolling up.

There was a related/this same bug? about the case when you click back you got to
the top of the page (that has been fixed). I do not remember who fixed that, but
maybe this should go to the same person. Since I haven't gotten the slightest
clue how to find that bug again I am going to reassign this to views.

on this is over-burdened. If you feel this is an error, that you or another 
known resource will be working on this bug,or if it blocks your work in some way

I am not seeing the reflow problem with a WINNT build id 2001030904.
