Each reference needs a section consisting of related references and/or related patents.
Commited first cut at Google Search Patents widget with rev 21598. the placement and UI aren't right, but it's all hooked up and persists to the DB after the user clicks "copy". (PATENT_URL is the uritype ) Still need to work on a widget for picking Prior Art References. (PA_REFERENCE_ID is the uritype )

This is a mass change. Every comment has "assigned-to-new" in it. I didn't look through the bugs, so I'm sorry if I change a bug which shouldn't be changed. But I guess these bugs are just bugs that were once assigned and people forgot to change the Status back when unassigning.
