Details
I go to edit>preferences>privacy and uncheck the "Accept cookies from sites". I clear my private data and verify that I have no cookies. I start a new session of firefox and open www.cnn.com. I browse to preferences>privacy>show cookies: and I see two cookies for cnn.com.
this was found while running a litmus test case 6011

WFM on current trunk. can you be more explicit with your STR? i assume you started firefox, allowed it to load the default page, then unchecked 'accept cookies' and ran CPD. then by 'start new session' do you mean closing and reopening firefox?
is this reproducible?
