This is part of bug 467564, converting the existing source code readmes to proper XHTML.

This patch converts the invalid HTML to XHTML 1 Strict. No changes in text occoured (except a new title), but simply future proofing this file.

Maybe a tracking bug for relocating some of these docs should be created. Bug 467698 is also maybe going to end up being moved.
