Details
Bugs tend to get filed in Core:Testing or Layout:mumble, so it's not possible to watch anything and see all bugs filed against the harness. A new component would nicely address this issue.

We should figure out a way to deprecate Core:Testing after this. Maybe we can triage all the bugs out of it and delete it? Can we just make it impossible to file new bugs in there?
... plus a watchable QA contact address.

No way to restrict filing new bugs for specific components (only products), but if you get all the bugs (open and closed) out of Core :: Testing, I can just delete the component.

I need a description for the new component. See https://bugzilla.mozilla.org/describecomponents.cgi?product=Testing for examples.
Take the description for Mochitest, and change the word "Mochitest" to "reftest". (Or same for TUnit; they look identical except for the name.)
(For what it's worth, I'd prefer "Reftest" as the capitalization in the component name and "reftest" in the description, although Waldo seems to want "RefTest" based on the summary...)
