The favicon verification tool tip which appears when you hover over it is still making it impossible to immediately bookmark items dragged from the address bar to folders where the tool tip appears.

Reproducible: Always

Steps to Reproduce:
1. Attempt to drag and drop a new bookmark using the favicon in the address bar to a folder in the bookmarks toolbar where the tool tip appears.
2. Watch for a few moments as you're denied access to drop by said tooltip.
3. After a few moments the tooltip actually disappears, but you dropped it off to the side first then moved it again to where you wanted it to be.
Actual Results:  
You can quickly grab a favicon image from the address bar and drag it across several monitors in a split second, and this tool tip will still rear it's ugly little verification message. While it does go away after a few seconds, it still denies you the satisfaction of quickly dragging a page you want to bookmark from the address bar to any folders or space it appears over.

Expected Results:  
This tooltip shouldn't be appearing on a mousedown or drag event. Understandably it should be there when a user hovers over, but once selected it should run and hide.

Attachment: satisfaction denied

You can't see the denied icon in this but this is the tooltip in question blocking a folder within the bookmark toolbar where one might want to place said bookmark.
