This is easiest to reproduce with Jobvite -- go there, open up a candidate with a Word resume, and click the resume button; you'll get a dialog saying Word Document, Open With is selected and the app will be blank.  Do this with all files will be checked.  If you navigate to Pages, and hit open, it'll open fine.  In the prefs dialog, Word Documents are set to open with Pages.  However, when you go to open the same word link again, you get the exact same dialog box, again with an empty app (requiring you to navigate to Pages again).  This seems bad; I'm not sure if it's something specific to word documents or not, but it's very annoying.

I was going to say "maybe you're seeing bug 453455", but you say the dialog does not appear with Pages pre-selected, so I guess that's not it.

Oh, it might be that bug -- the dialog always appears, no matter what's selected.  Going to tentatively dup for now.
