Lock Icon does not work anymore. Going to ETrade or Verisign brings up broken
lock, and using the Classic Theme it does not change at all.
I don't think that we can ship with this bug.

The lock icon has never worked properly. These bugs have not been marked fixed -
30271,31896,33762,38540,41863,47010. See tracking bug 31344. Changing Component
to Security:Crypto and QA contact to me.
