Make sure it's not possible to register with the 0.3 development server directly. Make it so one has to go through services.m.c, to keep ldap and the devel server's user db in sync.

It is currently not possible to register directly with the 0.3 server because it would require knowledge of the secret key (which, currently, only the activation script on sm-proxy01 has). I've also moved the user_create.html page out so as to not cause any confusion.
