Make a XULRunner release to match the Firefox 3.0.5 release

This patch updates the xr-moz19-bootstrap.cfg to match the pull date for Firefox 3.0.5

I noticed that the tag would still be RELEASE_AUTOMATION_M11.

fx-win32-1.9-slave2 seems to be horked. Nothing seems to be building on it.

which _may_ be a result of a full disk. 

The second error
 Step TinderConfig died: ^T is not present in file /builds/logs/build_config-tag-release.log at Bootstrap/Step.pm line 144
is the slightly sucky situation which is normal when a build fails. (We try to bump but there's no change, so no checkin and tag is a no-op). 

I've cleaned up both problems to go ahead and try starting another win32_xr_build.

Thanks Nick!  The Win32 build completed. Some simple tests, using the SDKs to build some XR apps and build the new embedding wrappers seems to work OK.

I'd say were OK to push these to release. Ben documented the push here:
