Removes the CAPS Readme file from the mozilla-central repo. Almost exact same text exists at https://developer.mozilla.org/en/Mozilla_Source_Code_Directory_Structure#caps. It is not only more visible there, but it is easier to keep up to date, without having to make a patch if you want to change it. It also cleans up mozilla-central a bit.
There does not seem any real reason to keep this readme here.

lxr and mxr inline README.html in the directory view. Is that so valuable as to justify the duplication of content between the VCS and MDC? No.

Timeless: a drive-by minus is not enough. Duplication is worse than marginal loss of n00b-documentation (you know what caps is, after all). Anyone who cares, file a followup bug on mxr transclusion of MDC-migrated readme content.
