These files could probably be better placed on wither devmo, or another mo site, simply for ease of access, and editing. There is also a binary docs, UniversalCharsetDetection.doc, that needs to be removed, but is not in this patch (being a binary,...).

Yes, please remove the whole directory: versions of both files are already linked from http://www.mozilla.org/projects/intl/index.html
