holding ctrl when dragging a tab on the tab strip of the same window, or to the tab strip of another window, copies the tab without deleting the original

holding ctrl when dragging a tab off the tab strip, shows the copy "+" sign, however deletes the original.

bug 470189 may fix this when dragging to an existing window. the current bug is needed to make the behavior consistent also for detaching to a new window

Steps to Reproduce:
1. hold ctrl while dragging a tab off the tab strip
Actual Results:  
the tab is detached and the original is deleted

Expected Results:  
the original tab should not be deleted

WORKSFORME. Does this happen in Safe Mode as well (with no extensions interfering)?

Note: You have to keep the Ctrl key pressed until releasing the mouse button and you have to see the blue downwards pointing insertion arrow for tab duplication to work.

This particular aspect doesn't block, but would be nice to have.

(I think tab duplication regressed recently, since I'm not seeing that behaviour at all with a recent nightly - do we have a bug on that?)
